Bi-level Planning for Business Park Integrated Energy System Considering Low-carbon Dual Constraints

  • 摘要: 针对当前商业园区规划低碳性体现不足问题,提出考虑低碳双重约束的商业园区综合能源系统双层规划方法。划定商业园区碳排放、碳减排边界并构建精准碳排核算模型,提出兼顾总体碳排及碳减排量变化趋势和单位电量碳排量的园区低碳运行指标,与碳市场交易成本共同构成低碳双重约束。分别以园区年综合成本和日运行成本最优为目标,考虑低碳双重约束,建立不同时间尺度下的双层规划模型,上层模型决策全年尺度下的系统配置方案,下层模型优化日时间尺度下的设备运行策略。采用RIME算法与CPLEX求解器联合进行仿真求解,通过仿真验证了设立低碳运行指标约束以保证园区在低碳化目标范围内运行的可行性,探讨了低碳运行指标约束大小与时间尺度设定对系统规划结果的影响。

     

    Abstract: To address the lack of low-carbon representation in current business park planning, a bi-level planning methodology for business parks' integrated energy systems considering low-carbon dual constraints is proposed. The carbon emission and carbon reduction boundaries of the business park are delineated, an accurate carbon emission accounting model for the energy system of the park is constructed, and a low-carbon operation index considering the trend of overall carbon emissions and carbon emission reduction as well as the carbon emissions per unit of electricity is proposed, which constitutes the low-carbon dual constraints of the planning model together with the carbon transaction cost. With the goal of optimizing the annual comprehensive cost of the park and considering low-carbon operating constraints, different time scales are established for the two-tier planning model. The upper-level model determines the system configuration for the entire year, while the lower-level model optimizes the operation of equipment on a daily time scale. The RIME algorithm and CPLEX solver are jointly used for simulation and solution. Through simulation, the feasibility of imposing low-carbon assessment constraints to ensure the park operates within the low-carbon range is validated. The impact of the size of low-carbon operating constraints and the setting of time scales on the system planning results is also explored.
